The Goal
The project sought to enable higher-density housing in a well-connected inner-urban location near the Swan River, UWA and the Perth CBD. The focus was on achieving a built form that responded to its surroundings and evolving planning context, while creating a viable framework for future redevelopment of the site.

Our Role
Working collaboratively with the architect and consultant team, TBB Planning supported the preparation and progression of the development application for the site, including subsequent amendments following a change in ownership.
The project required navigation of an evolving planning framework during a period of local government boundary change. Engagement with City officers and the Design Advisory Committee focused on testing built form, height and density against local context, supporting a performance-based outcome rather than strict numerical compliance.
The Outcome
Development approval was granted in 2017 for a six-storey and mezzanine apartment building comprising 26 dwellings with basement parking, with an amended approval secured in 2019 following a change in site ownership. While the site has since changed hands again and is yet to be developed, the approvals established a clear and flexible framework for future redevelopment.
The project was one of the first approved within revised City of Perth boundaries, helping set a precedent for how apartment development could be assessed based on design quality and context rather than rigid controls alone. The outcome continues to inform expectations for infill development within this sensitive inner-urban area.
