Bunbury Outer Harbour was a major waterfront regeneration project that set a long-term vision for reconnecting the city with its coastline, supporting economic growth, public access and a more vibrant urban waterfront.

The Goal

The Bunbury Outer Harbour project aimed to reclaim an ageing industrial harbour and transform it into an integrated part of the city. The ambition was to balance a working waterfront with public access, tourism and mixed-use development, creating a place that supports economic activity while reconnecting people with the coast.

Our Role

Working alongside LandCorp, the City of Bunbury and a multidisciplinary consultant team, TBB Planning supported the preparation of a comprehensive planning and design framework for the Outer Harbour precinct.

The role focused on coordinating complex stakeholder interests, testing development scenarios and shaping a staged approach that could respond to market conditions over time. Collaboration with government, industry and technical specialists helped align port operations, urban development and public realm outcomes within a single, coherent vision.

The Outcome

The Bunbury Outer Harbour project established a clear and adaptable framework for long-term waterfront regeneration. The planning and design work identified opportunities to introduce mixed-use development, marine facilities, tourism and public spaces while maintaining Bunbury’s role as a working port.

Importantly, the project shifted the conversation from industrial separation to urban integration, opening up new possibilities for public access, economic diversification and city-making at the water’s edge. While delivery continues to evolve, the vision and structure created through this work have provided an enduring reference point for future investment, helping position the harbour as a key driver of Bunbury’s growth and identity.
