Casuarina Central

The Goal

Casuarina Central is a 96-hectare, multi-staged residential precinct delivered through a joint venture framework with fragmented land ownership and evolving planning controls. Balancing environmental constraints, infrastructure timing, yield outcomes and statutory approvals required careful coordination and a planning approach that could provide certainty without losing flexibility as the project evolved.

Our Role

TBB has acted as planning lead across the life of the project, guiding due diligence, structure planning, subdivision design and statutory approvals. We prepared and amended the Structure Plan, coordinated multidisciplinary technical inputs and proactively managed complex approval pathways.

We also progressed a Scheme Amendment to modernise the Development Contribution Plan, undertook detailed yield testing and aligned subdivision staging with servicing and infrastructure delivery. Acting as the planning integrator, we’ve ensured environmental considerations, open space outcomes and commercial objectives remain aligned across each stage.

The Outcome

An approved and amended Structure Plan now provides a strong framework for staged delivery of more than 950 homes. Subdivision proposals remain consistent with the broader vision while improving environmental and community outcomes.

With infrastructure planning modernised and statutory pathways clear, Casuarina Central is positioned to deliver diverse housing, a future primary school, generous public open space and a well-connected neighbourhood that supports Kwinana’s long-term growth.
