Dardanup Townsite DCP

The Goal

The Dardanup townsite expansion area is a key growth location requiring new and upgraded community infrastructure to support future residents. The goal was to establish a contemporary, transparent contribution framework that enables infrastructure to be delivered when needed, while balancing cost, feasibility and fairness across multiple landowners and staged development.

Our Role

Working closely with the Shire of Dardanup and State agencies, TBB Planning led the preparation of the Developer Contribution Plan and supporting planning scheme amendment. Our role focused on establishing a clear, defensible framework that aligns with State policy and local growth objectives.

This included defining infrastructure scope, advising on staging and cost sharing, and managing the statutory process to embed the plan into the local planning scheme. A key focus was ensuring the framework remained flexible and robust, capable of responding to changing market conditions and development timing over the long term.

The Outcome

The Shire of Dardanup now has a fully implementable Developer Contribution Plan that provides clarity and confidence for funding essential community infrastructure as the townsite expands. Supported by a planning scheme amendment, the framework establishes a strong statutory basis for contributions, giving certainty to landowners, developers and the wider community.

Importantly, the plan enables coordinated delivery of facilities and services, rather than piecemeal infrastructure provision. For the Shire, it provides a practical tool to manage growth responsibly. For the community, it supports timely access to infrastructure that underpins liveability, sustainability and a well-functioning town as development progresses.
