Forrestfield–High Wycombe Industrial Area

The Goal

The project was initiated to address long-standing challenges within the Forrestfield–High Wycombe Industrial Area, including slow development uptake and frustration with existing planning and contribution arrangements. The aim was to take a step back, listen carefully and identify practical changes that could improve developability, certainty and confidence for all parties.

Our Role

Working with the City of Kalamunda, TBB Planning undertook an independent review of the existing planning framework for Stage 1 of the industrial area. Our role focused on understanding how the structure plan and contribution arrangements were working in practice, not just on paper.

A key part of the approach was direct engagement with landowners through a facilitated workshop process. By creating a neutral space for discussion, landowner aspirations, concerns and ideas were gathered openly and translated into clear, evidence-based recommendations for Council, supported by practical options for improving access, lot configuration and staging.

The Outcome

The project delivered a set of clear, practical recommendations to help improve the performance and deliverability of the Forrestfield–High Wycombe Industrial Area. Importantly, the process rebuilt trust between landowners and the local government, shifting the conversation from frustration to problem-solving.

Council was provided with a clearer understanding of the issues affecting development and a range of options to address them, supported by a revised planning framework and implementation guidance. For landowners, the process created confidence that their concerns were understood and represented accurately. For the City, it provided a stronger foundation to support industrial development that plays a key role in the region’s employment and economic future.
