The Goal

The project aimed to reimagine a large, underutilised employment and bulky-goods area into a more diverse, accessible and future-ready urban precinct. The focus was on making better use of its proximity to public transport, Herdsman Lake and the Stirling City Centre, while supporting jobs, housing and everyday amenity.

Our Role

Working closely with the City of Stirling and a broad consultant team, TBB Planning supported the development of a shared vision and planning framework to guide change across the Herdsman–Glendalough area over time.

The approach balanced competing priorities, including existing businesses, future redevelopment potential, infrastructure delivery and community expectations. Collaboration and engagement were central, helping landowners, agencies and the community understand how the area could evolve incrementally rather than through sudden or disruptive change.

The Outcome

The Herdsman-Glendalough Redevelopment established a clear and coordinated framework to guide long-term transformation within one of Perth’s most strategically located precincts. The work supports a shift from car-dominated, low-intensity uses toward a more mixed, walkable and transit-oriented environment.

Importantly, the framework provides flexibility, allowing existing businesses to continue operating while creating confidence for future investment when redevelopment occurs. For the City of Stirling, it offers a practical roadmap to deliver improved public spaces, transport connections and infrastructure over time. For the wider community, it lays the groundwork for a more connected and liveable urban centre that supports jobs, housing and access to services.
