Keralup West formed part of a broader long-term vision for a potential new town in the South West Metropolitan Corridor. The objective was to establish a clear planning framework that could support future urban development at scale, while carefully responding to environmental constraints, transport networks and regional growth considerations.

Our Role
Working alongside the Department of Housing and a large multidisciplinary consultant team, TBB Planning supported the preparation of the strategic planning and masterplanning framework for Keralup West. Our involvement focused on coordinating inputs, shaping the overall vision and guiding the project through complex statutory processes.
The project required extensive collaboration with state and local government agencies to address land use, transport, water management and environmental protection, particularly in relation to the Serpentine River and Peel–Harvey Catchment. A strong emphasis was placed on engagement, negotiation and risk management to build confidence in the planning approach.
The Outcome
Keralup West achieved a significant planning milestone through rezoning under the Metropolitan Region Scheme from Rural to Urban Deferred, providing long-term certainty about the land’s future potential. The project established a clear vision and planning framework that could support future decision-making, even as broader regional strategies evolved over time.
While the scale and timing of development have continued to change, the early planning work has remained relevant, informing subsequent investigations, alternative land use scenarios and later approvals across the wider Keralup area. The project demonstrates the enduring value of strategic planning that creates flexibility, protects environmental assets and supports informed, long-term growth decisions.
