The Goal
The Lefroy Precinct project sought to unlock the redevelopment potential of former and underutilised government land in Beaconsfield, delivering a high-quality infill outcome within an established urban area.
The goal was to create a clear, coordinated planning framework that supports long-term redevelopment while balancing increased housing supply with strong place outcomes. This included optimising the government’s return on investment, enabling higher-density housing in appropriate locations, and ensuring future development integrates seamlessly with surrounding neighbourhoods and community assets.
Our Role
TBB was engaged by DevelopmentWA to lead planning for the combined Lefroy Precinct, beginning with an assessment of the redevelopment potential of the former Beaconsfield TAFE site in support of its acquisition.
Our role expanded to coordinating a multidisciplinary planning and design process across both sites within the precinct. This included preparing a concept plan, leading amendments to the Metropolitan Region Scheme and the City of Fremantle’s Local Planning Scheme No. 4, and preparing the Beaconsfield TAFE Structure Plan to guide future development.
TBB also supported community engagement activities coordinated by DevelopmentWA, prepared consultation material, and worked closely with the City of Fremantle and the Department of Planning, Lands and Heritage to align statutory processes. As the project progressed, we coordinated land assembly processes and secured approval for the first two subdivision applications, enabling development to commence across multiple stages of the precinct.
The combined Lefroy Precinct will deliver approximately 700 dwellings, including several sites for higher-density residential development.
The Outcome
The Lefroy Precinct now has a clear statutory planning framework in place to support high-quality urban infill redevelopment in Fremantle. Amendments to both the Metropolitan Region Scheme and the City of Fremantle’s Local Planning Scheme, together with approval of the Beaconsfield TAFE Structure Plan, established the foundation for coordinated precinct renewal.
With the first subdivision approvals secured, the project is moving toward staged delivery of approximately 700 new homes, including higher-density sites and new public spaces. The framework provides certainty for investment while guiding a well-planned transformation within an established urban neighbourhood.
