The Goal
Little Lane was intended to support renewal in Fremantle’s east end by introducing a higher-quality, mixed-use development that could lift street activity and set a benchmark for reinvestment. Over time, the project also responded to emerging housing needs, adapting to deliver inclusive housing outcomes within an established urban setting.

Our Role
TBB Planning supported the client through the planning approval process for an eight-storey mixed-use development, working closely with the architect and City of Fremantle to resolve built-form, height and design considerations within a sensitive inner-city context.
Following an initial refusal by JDAP on legal grounds, we assisted with an appeal to the State Administrative Tribunal, clarifying the application of planning discretion and demonstrating how the proposal responded appropriately to its surroundings. This work was critical in securing approval and enabling the project’s later adaptation to specialist housing.
The Outcome
Little Lane ultimately secured development approval through a successful appeal process, unlocking an important infill site in Fremantle’s east end. The approved planning framework allowed the project to evolve in response to market and community needs, and the development was delivered as Specialist Disability Accommodation, providing long-term housing for people requiring higher levels of support.
The project demonstrates how robust planning approvals can create flexibility over time, allowing developments to adapt while still delivering positive urban outcomes. Little Lane has contributed to street activation, renewal and social inclusion, reinforcing the value of thoughtful planning in shaping resilient communities.
