The Goal
This project aimed to deliver much-needed rental housing in a highly connected inner-city location, while achieving a built form that responded to Leederville’s evolving urban character. The project needed to balance density, design excellence and commercial feasibility within a tightly constrained planning framework.

Our Role
TBB supported the client team through the development application process, guiding the proposal from submission to approval.
We worked closely with City officers and supported the design review process, where the proposal was commended for its architectural quality. Despite this, the proposal still required careful planning navigation because at 12 storeys, the development was three times the height permitted in the local planning framework and two storeys higher than a draft framework that had been prepared. In order to demonstrate the appropriateness of the height, TBB guided the consultant team in preparing a range of design and community benefits to achieve officer-level support.
A key part of our work involved negotiating conditions of approval, including requesting the DAP to remove a parking condition that would have sacrificed 11 residents’ bays and potentially compromised the project’s feasibility.
The Outcome
Locale Apartments received development approval for a 12 storey apartment project in one of Perth’s most active inner-city suburbs. The approval provided certainty for the client while protecting the integrity of the design and the long-term performance of the development.
By resolving key conditions, including car parking requirements, the outcome supported housing delivery without forcing compromised apartment outcomes. The project demonstrates how targeted planning expertise can help unlock higher-density housing in established centres, supporting rental supply, walkability and urban renewal while maintaining strong design standards.
