The Goal
Located on the South Perth Esplanade, the project required a sensitive planning response to balance development opportunity with the expectations that come with a prominent riverfront address. The goal was to support a high-quality, boutique residential outcome that respected local planning controls, surrounding character and the Esplanade’s valued public setting.

Our Role
TBB was engaged to lead the planning and approvals process for Longview Apartments, providing strategic advice and managing the development application from early design through to assessment. Our role focused on ensuring a clear planning pathway aligned with the City of South Perth’s framework and policy expectations.
The challenge with this project was navigating what is arguably the convoluted set of planning requirements in the entire state. With the framework being almost illegible in parts, the pre-lodgement communication and collaboration to confirm expectations was critical.
With design excellence a pre-requisite for the proposed five-storey height, TBB also collaborated with Colliere Architecture to address early concerns from the design review panel.
We worked closely with the client and consultant team to coordinate planning inputs, respond to site-specific constraints and manage interface considerations. Our approach emphasised clarity, collaboration and early issue resolution, helping to navigate a complex approvals environment while maintaining design quality and project momentum.
The Outcome
With an outstanding design by Colliere Architecture, the project was awarded design excellence. TBB played a core role in this process by assisting the project team with built form considerations and strategies which impressed the design review panel. The project was also unanimously supported by the DAP.
One of the key outcomes was achieving variations to the planning framework (setback and site coverage controls) which were initially thought to be incapable of approval from the City. These outcomes enable a development that is less constrained compared with a compliant scenario.
The project supports the delivery of a boutique five-storey apartment development in a highly valued riverfront location, contributing to housing choice while respecting the South Perth Esplanade’s character and public setting.
Through strategic planning advice, careful documentation and ongoing coordination, TBB navigated through to final approvals, achieving an excellent outcome for the South Perth foreshore.
This is a first-rate example of how a well-considered, high-quality design can contribute positively to the streetscape and respond to its setting without compromise.
