The goal was to create a clear, coordinated planning framework for the Mandogalup area that balanced long-term industrial growth with environmental protection, infrastructure planning and land use compatibility. The Improvement Scheme needed to replace multiple planning controls with a single, practical instrument that could guide development staging and support regional economic priorities.

Our Role
TBB led the planning, technical coordination and engagement process to prepare Mandogalup Improvement Scheme No.1. Appointed as lead consultant, we worked closely with government agencies, specialist consultants and the local community to test land use scenarios and shape a planning framework grounded in evidence and local context.
Our role included coordinating detailed technical investigations, preparing statutory scheme provisions and land use plans, and supporting the Western Australian Planning Commission to evaluate and confirm a preferred industrial land use mix. This collaborative approach responded to complex environmental constraints, infrastructure corridors and sensitive land uses, ensuring the scheme was both robust and implementable.
The Outcome
Gazetted in November 2024, the Mandogalup Improvement Scheme No.1 is now the operative planning framework for the area. It provides certainty for future development, supports the gradual transition to industrial uses and protects key environmental and community assets. The scheme delivers a strong foundation for long-term economic growth within the Western Trade Coast, benefiting government, industry and the local community.
