The Goal

Sebatikel aims to deliver a boutique, low-impact tourism experience that reflects the character of Exmouth and its extraordinary natural setting. The project seeks to attract high-value, low-volume visitation while respecting environmental constraints, cultural context and the long-term aspirations of the local community and region.

Our Role

TBB Planning was engaged as lead consultant to guide the project through complex land tenure, planning and approval pathways. Our role focused on creating the planning foundations needed to enable a tourism use on Crown land, while ensuring the proposal aligned with state and local planning objectives.

This included coordinating a Crown lease, progressing a scheme amendment to enable tourism use, managing multidisciplinary technical inputs and leading agency engagement. We worked closely with the Shire of Exmouth and state agencies to resolve environmental, coastal hazard, servicing and land use constraints, ensuring the planning framework was clear, robust and implementable.

The Outcome

Sebatikel has achieved several critical planning milestones that provide certainty for future delivery. A Crown lease has been secured, enabling exclusive use of the site, and Scheme Amendment 11 was gazetted in October 2025, rezoning the land to support a tourism use with defined controls.

In March 2026, Hotel Sebatikel was given approval by the Regional Development Assessment Panel, enabling this exciting project to move forward with plans to open mid-2027.

These approvals establish a clear and tailored planning framework for a low-impact resort in a highly sensitive coastal environment. For the client, this has unlocked a viable pathway to development. For the region, it sets a considered precedent for tourism projects that respect environmental values while contributing to Exmouth’s economic and community future.
