Seddon Street Precinct

The Goal

The project set out to guide coordinated redevelopment across a key town centre precinct while transforming Seddon Street into a people-first public space. The plan needed to balance heritage character and contemporary growth, ensure high-quality built form, and clearly define the public benefits that would support increased development intensity over time.

Our Role

Engaged by the City of Subiaco, TBB prepared a best-practice Local Development Plan to guide future development across the precinct. Working closely with specialist consultants, we shaped a clear planning and urban design framework to manage change while responding to the precinct’s unique location between Subiaco’s historic core and Subi Centro.

Our approach combined detailed site analysis with meaningful engagement, including stakeholder workshops and community listening posts. This process established a shared vision, clear urban design principles and place activation requirements, alongside a development bonus framework that links additional height and plot ratio to well-defined public benefits.

The Outcome

Adopted by the City of Subiaco in November 2021 and approved by the Western Australian Planning Commission in March 2022, the Seddon Street Precinct Local Development Plan provides a strong, place-led framework for future redevelopment.

The plan coordinates diverse land uses and built form outcomes while prioritising pedestrian movement, street-level activity and public space quality. It clearly articulates expectations for development and public benefit delivery, giving certainty to landowners, the community and decision-makers. Importantly, it positions Seddon Street to evolve into a lively, pedestrian-focused town square that supports long-term growth while reinforcing Subiaco’s distinctive urban character.
