The Goal

The Springs was envisioned as a new inner-urban neighbourhood that could make better use of its riverfront location while acting as a key gateway to Perth. The ambition was to balance higher-density living, employment and public open space with strong connections to the Swan River, surrounding streets and nearby activity centres.

Our Role

Working alongside LandCorp and a multidisciplinary consultant team, TBB Planning supported the preparation of the planning and design framework for The Springs. Our role focused on shaping a clear vision, coordinating technical inputs and guiding the project through planning approvals over an extended delivery timeframe.

The project required close collaboration with multiple landowners, local government and state agencies. A strong emphasis was placed on engagement and negotiation to resolve competing interests, manage transport and access considerations, and build confidence in a coordinated approach to redevelopment at a strategically important inner-city site.

The Outcome

The Springs delivered a comprehensive framework for transforming a prominent Rivervale site into a mixed-use riverfront precinct, providing capacity for over 1,000 dwellings and significant commercial floorspace. The planning approach established strong connections to the Swan River foreshore, introduced new streets and public spaces, and set clear expectations for built form and design quality.

Over time, the precinct has evolved into a recognisable gateway to Perth, demonstrating the long-term value of well-considered planning and design. For the public, it has improved access, amenity and urban quality along the river’s edge. For government and stakeholders, it provided certainty to support staged delivery and enduring place outcomes.
