The Goal
The project explored the feasibility of introducing a mid-tier, trackless tram system to support future growth along one of Perth’s most important urban corridors. The goal was to test how integrated transport and land use planning could unlock development potential, reduce car reliance and support more diverse, accessible centres.

Our Role
Working alongside SMEC, TBB led the planning inputs for the staged business case process, from early problem identification through to the final business case. Our focus was on understanding how planning controls, land use change and development uplift could support a viable and transformative mid-tier transit system.
We investigated the existing planning framework, modelled future residential and employment yields, and assessed how increased density and diversity could be delivered around stations and key nodes. This work tested real-world capacity, informed scenario testing, and ensured planning considerations were embedded in funding, feasibility and infrastructure decision-making.
The Outcome
The completed business case provided the City of Stirling with a clear, evidence-based pathway to pursue a trackless tram system connecting Glendalough Station and Scarborough Beach. It demonstrated how mid-tier transit could integrate with existing rail and bus networks, support METRONET objectives, and catalyse urban regeneration along the corridor.
The work highlighted opportunities for land use intensification, reduced car dependence and stronger activity centres at Scarborough Beach, Stirling City Centre and Glendalough. Importantly, it positioned transport investment as a catalyst for long-term economic, social and environmental benefits, giving the City a compelling case for Australian Government consideration and future delivery.
