Our Story
Shaping great places has always been at the heart of what we do. For more than 50 years, our team has helped plan some of WA’s most recognisable places, bringing people, places and opportunity together to deliver lasting outcomes.
Our story began with the vision of founders Russell Taylor and Bill Burrell, and early partner Lex Barnett—each making a distinctive and lasting contribution to planning and design in Western Australia. Russell’s timeless advice, “Walk the site, talk to the locals, research landform and history,” still guides our approach. Bill championed good urban design grounded in community value—bringing innovation and social responsibility into the mainstream of planning and decision-making in WA. Lex’s expertise in statutory and strategic planning further cemented our reputation as trusted advisors on major projects and policy. While tools and technologies have evolved, their legacy of curiosity, creativity and critical thinking remains at the heart of what we do.

In 2025, Taylor Burrell Barnett became TBB Planning — a new name that reflects who we are today and where we’re headed. The change strengthens our connection to the communities we serve and signals our focus on the future, while honouring the expertise and relationships built over decades. We remain the same trusted team, now with a refreshed purpose to connect people, place and opportunity.

We’ve influenced policy reform, contributed to landmark developments and supported projects that respond to WA’s evolving needs.
