The Goal
The Mandogalup Improvement Scheme establishes a robust statutory framework to guide the future planning and development of a strategically significant 330-hectare site within the City of Kwinana. Bordered by the Kwinana Freeway, Rowley Road, Anketell Road, and the Kwinana Industrial Area, the site is positioned at the crossroads of major transport routes and future infrastructure projects, including the proposed Westport container port.
The Mandogalup site presents a complex mix of constraints and possibilities, including:
- Rural and horticultural land uses, an operational sand quarry, and wetlands.
- Proximity to Bush Forever sites and significant remnant vegetation.
- Key infrastructure corridors, such as the Dampier to Bunbury Natural Gas Pipeline and high-voltage powerlines.
Despite these challenges, the area’s strategic location and potential as an industrial hub made it a critical focus for Western Australia’s economic growth.

Our Role
TBB led the multidisciplinary consultant team, working closely with the Western Australian Planning Commission (WAPC) to:
- Develop technical assessments identifying site opportunities and constraints.
- Prepare land use scenarios, including a preferred industrial use plan.
- Lead comprehensive community and stakeholder engagement through workshops and public open days.
- Draft Improvement Scheme provisions, land use plans, and technical reports to support the scheme’s implementation.
Key Outcomes
In November 2024, the State Government approved an Improvement Scheme for Mandogalup, bringing surety to local landowners and laying the groundwork for the future development of the area. The approved Mandogalup Improvement Scheme establishes a clear framework for:
- Supporting sustainable industrial development in alignment with the state’s strategic priorities.
- Preserving environmental assets and ensuring orderly and efficient planning outcomes.
- Facilitating integrated transport and infrastructure networks to support future growth.
This milestone project reflects TBB’s commitment to innovative and collaborative planning that drives positive outcomes for both clients and communities.
