The Goal
Port Coogee set out to transform a former Special Industry site into an exceptional coastal urban village that could evolve over time while remaining true to a clear, long-term vision. The goal was to create a connected, mixed-use coastal community with diverse housing, generous public spaces and a marina, supported by strong planning controls to ensure quality outcomes as the project matured.

Our Role
TBB has played a long-term role in shaping Port Coogee, providing town planning and urban design services from the project’s early planning stages through to ongoing delivery.
Our work has included structure planning, scheme and structure plan amendments, subdivision design and approvals, design guidelines, local development plans and development applications across multiple stages of the estate.
Given the project’s scale and lifespan, our role has focused on protecting the original vision while allowing the planning framework to adapt to changing market conditions, policy settings and community expectations.
We worked closely with Frasers Property and a multidisciplinary consultant team to navigate complex statutory processes, coordinate approvals and continuously refine built form controls to support high-quality, cohesive outcomes across the evolving coastal precinct.
The Outcome
Port Coogee has emerged as a distinctive, high-quality master-planned coastal community shaped by decades of vision-led planning and careful delivery. The development provides a diverse range of housing at multiple densities, supported by approximately 11 hectares of public open and community space and a public marina designed for 300 pens.
A defining element of the project is the Marina Village precinct, guided by built form codes led by TBB and adopted by the City of Cockburn. These controls have helped deliver cohesive, high-quality built form and a strong seaside village character, reinforcing Port Coogee’s reputation as a benchmark coastal urban development in Western Australia.
