The Goal
Roe Highway Logistics Park aimed to deliver a strategically located employment precinct capable of supporting large-scale logistics and industrial uses while responding to environmental sensitivities and complex infrastructure requirements. The goal was to establish a flexible planning framework that enabled staged delivery, market responsiveness and long-term sustainability outcomes within the Maddington–Kenwick Strategic Employment Area.

Our Role
TBB was appointed as lead planning consultant for Roe Highway Logistics Park, guiding the project from early strategic planning through to subdivision and development approvals.
Our role included preparing and implementing the planning framework for Precinct 3A of the Maddington–Kenwick Strategic Employment Area, including a Metropolitan Region Scheme amendment to rezone the site from Rural to Industry.
We prepared and negotiated local scheme amendments, a structure plan and a development contribution plan, and managed subdivision and development applications to support staged delivery.
The project required extensive coordination with state agencies and two local governments. We led technical inputs and approvals processes with agencies including Main Roads WA, the Public Transport Authority, DBCA, Water Corporation and the Department of Planning, Lands and Heritage to streamline delivery and manage risk.
The Outcome
Roe Highway Logistics Park has been delivered as one of Perth’s most connected and sustainable industrial estates, offering RAV7 road access and direct rail freight connectivity. The planning framework enabled timely approvals for subdivision and development, new internal industrial roads, and upgrades to key intersections including Welshpool Road East and Grove Road.
The project achieved WA’s first six-star Green Star industrial facility and established a pathway toward carbon-neutral operation, setting a new benchmark for sustainable industrial development. Roe Highway Logistics Park has been widely recognised by industry for its environmental performance, planning quality and contribution to employment land supply in Western Australia.
